Qualifying marks are a fixed minimum set in advance — for example, in the notification — and every candidate must clear them. Cut-off marks are decided after the exam based on vacancies, number of candidates and paper difficulty. You must clear both the qualifying marks and the cut-off, which is usually announced separately for each category.
