Gazetted posts are higher-level posts (mostly Group A and some Group B) whose appointments are published in the government gazette. Gazetted officers can attest documents and usually hold supervisory or managerial authority. Non-gazetted posts (most Group B and Group C) are support and executive roles. The distinction affects pay level, authority and service rules.
